HS codes in Saudi Arabia: the number that sets your duty

Every product entering Saudi Arabia is classified by a 12-digit HS code — the first 6 digits are the international Harmonized System, the rest are Saudi/GCC-specific. The code determines your duty rate (0–25%), whether SABER or SFDA certificates are required, and whether the line is restricted. Codes are looked up in the ZATCA tariff on zatca.gov.sa.

Why does one code matter so much?

The HS code is the legal identity of your goods. It fixes the duty rate, triggers (or waives) conformity requirements, and feeds ZATCA's risk engine that decides whether your container gets a red-lane inspection. Declaring under a wrong code — even innocently — leads to reassessment with penalties; declaring under a "safe" higher-duty code silently overcharges every future shipment.

How do I find the right code?

Start from the product's essential character and material, not its marketing name; check the ZATCA tariff tool and the section/chapter notes, which override intuition (a leather phone case and a plastic one classify differently). For mixed products and kits, classification rules (GRI) decide. When two lines are defensible, a binding ruling from ZATCA settles it before shipping — Sanad Global prepares these for recurring products.

Frequently asked questions

How many digits is a Saudi HS code?

Twelve: 6 international digits plus GCC/Saudi subdivisions. Foreign suppliers usually give you only 6–8 digits, which is not enough for exact duty.

Where can I look up Saudi HS codes?

The ZATCA integrated tariff on zatca.gov.sa; searching works in Arabic and English. Sanad Global classifies product lists free of charge as part of quoting.

What happens if my HS code is wrong?

ZATCA reassesses duty at the correct rate, may impose penalties, and delays release; repeated errors raise your risk profile and inspection rate.

Does the HS code affect SABER?

Yes — SABER and SFDA requirements are mapped to HS codes, so classification decides which certificates you must obtain before shipping.
