How does the GCC customs union work?

The six Gulf states apply a common external tariff (5% standard) with a single-entry principle: duty is collected once at first entry into the union, then goods move between member states with documentation instead of paying again. GCC-origin manufactured goods move duty-free entirely with a GCC certificate of origin.

VAT stays national — each destination state applies its own rate to local sales. Excise and regulated goods still face destination rules.
