A phytosanitary certificate attests that plants and plant products — fruits, vegetables, grains, seeds, wood packaging — are free of pests, issued by the plant-protection authority of the exporting country. It is the plant-world parallel of the health certificate that covers foods.
Wood packaging follows ISPM-15 instead: heat-treated and stamped pallets, enforced at Saudi entry.
