Certificate of origin: the paper that sets your duty rate
The certificate of origin (CO, شهادة المنشأ) is the document stating which country the goods were actually made in — issued by the chamber of commerce at origin and checked by ZATCA on essentially every commercial import. It decides duty treatment: GCC-origin goods enter Saudi Arabia duty-free with a GCC certificate; everyone else pays the normal tariff. No CO, or a CO that contradicts the other documents, means queries, delays and possible reassessment.
Who issues it and what must it say?
The exporter obtains the CO from the chamber of commerce in the country of manufacture (in China: CCPIT; in the EU: local chambers). It must name the exporter and consignee consistently with the invoice, describe the goods compatibly with the B/L and HS classification, and state the origin country determined by where substantial transformation happened — not where the goods were last warehoused. Saudi practice commonly expects legalised/attested documents for certain flows; your broker confirms the exact formality level for your lane before shipment.
Origin is not where you bought it
Goods bought from a Dubai trader but made in China are Chinese origin — the UAE invoice does not change that, and declaring UAE origin to claim GCC duty-free treatment is origin fraud, one of the fastest routes to penalties and importer-profile damage. Conversely, genuinely GCC-manufactured goods (with the GCC CO to prove it) are one of the cleanest duty savings available — worth structuring for if you can source regionally.
The errors that actually cause port delays
- Consignee name not matching the importer's CR name on the declaration
- Goods description copied loosely, conflicting with the invoice or HS code
- Missing attestation where the lane requires it
- Third-party invoicing (trader in country B) not reflected on the CO
- Quantity/weight mismatches against the packing list
