Importing cars to Saudi Arabia: duty and rules
Importing a car into Saudi Arabia costs 5% customs duty + 15% VAT on the vehicle's CIF value. Used vehicles must generally be under 5 years old, left-hand drive, and free of major accident (salvage) history; hybrid and conventional cars import normally while rules for some categories (heavily modified, classic cars) run through special approvals. Clearance requires the original title and a certificate of conformity.
What does importing a car actually cost?
Example: a car bought for $25,000 with $1,500 shipping → CIF $26,500. Duty 5% = $1,325; VAT 15% on $27,825 = $4,173.75. Total at the port ≈ $5,499 plus port handling, broker fee and MVPI-style inspection/registration costs on the Saudi side. Individuals pay the same rates as companies; there is no duty-free personal allowance for vehicles.
Which vehicles are banned or restricted?
- Used cars older than 5 years (with narrow exceptions for classics via special permit)
- Salvage/severely damaged vehicles and flood-damaged cars
- Right-hand-drive vehicles
- Vehicles not matching Gulf specification requirements without conversion evidence
- Police/taxi former-service vehicles
How does the car clearance process run?
The vehicle ships RoRo or containerised to Jeddah or Dammam; the declaration is filed with the original export title, invoice and conformity documents; ZATCA checks the VIN against declared value using reference price databases — undervaluation is the most common failure in this category and triggers reassessment. After duty and VAT, the car passes technical inspection and registers with Saudi traffic authorities. Sanad Global handles the port-side chain end to end.
