The bayan is the Saudi customs declaration filed in FASAH — the document ZATCA assesses duty and VAT against. It references your importer number, HS codes, values and supporting documents. After risk screening and payment, the bayan's release authorizes the port to hand over cargo.
Errors in the bayan (values, codes, quantities) are the importer's legal responsibility, even when a broker files it.
