Is customs duty refundable on re-export from Saudi Arabia?

Yes, conditionally. Duty-paid goods re-exported in the same condition within the statutory window qualify for refund claims matched to the original import declaration — identification is everything: matching quantities, marks and serials. Goods held under bond never pay duty at all if re-exported.
